Fax and Pension Funds: How to Unblock a CARSAT File

CARSAT, Agirc-Arrco, MSA, SRE: what French pension funds still accept by fax, which documents to attach, how long processing takes, and how to prove you sent something.

Short answer: no French pension fund will ever ask you to send your pension claim by fax — the claim itself goes through the single online application service on info-retraite.fr, or through the paper Cerfa form mailed to the fund. But between filing the claim and receiving the first payment, there are often six to nine months of back-and-forth over supporting documents, and that is where the fax machine comes back into service: a CARSAT career-record correction department chasing a missing payslip, a former employer or a court-appointed liquidator from whom you have to prise a certificate, an Agirc-Arrco fund stuck on an unrecorded batch of points, a State Pension Service waiting on a military document. Golden rule: a fax does not file a pension claim, it unblocks a file that is already open — and it is always backed up by the official channel.

Who handles what: the maze of pension funds

Before you go looking for a number, you need to know who you are talking to. The average French retiree has paid contributions into three different schemes over the course of a career, and each one has its own channels.

SchemeBodyWhat it pays out
Private-sector employees (basic)CARSAT, CNAV in the Île-de-France region, CGSS in the overseas territoriesBasic pension under the general scheme

Since the Act of 20 January 2014, the GIP Union Retraite has brought these schemes together around the info-retraite.fr portal and the single online pension claim: one application, automatically distributed among the relevant funds. That is the standard route, and there is no reason to depart from it.

Filing is not the problem. Processing is. A career statement can run to forty lines across forty-five years, with missing quarters, employers that no longer exist, periods of unemployment incorrectly recorded, unvalidated military service, an apprenticeship from the 1970s that was never declared. Every anomaly triggers a request for a document — and every missing document pushes back the effective date.

What a fax actually unblocks

Correcting your career record

By far the most common situation. CARSAT finds a gap in your record for a given period and asks you for the corresponding payslips, or failing that a certificate from the employer. You have the payslips, in a shoebox, and you want them to arrive before the committee that reviews your file next week.

The standard route: upload the documents from your personal account on lassuranceretraite.fr. It works well, except when the portal caps file size, rejects a format, or when you have no active account. The fax then takes over, aimed at the administrative processing departments that have kept a fax number, particularly for exchanges with employers and partners.

Before faxing forty yellowed payslips, you need to scan them properly. A compact flatbed scanner gives far better results than a phone on thin, folded documents: no shadows, no keystone distortion, even contrast. Our preparation tips are set out in detail in our guide to producing a legible PDF — a fax that arrives illegible is a document treated as never received.

A certificate from a former employer

When the company still exists, an email will do. When it has been wound up, bought out or absorbed three times over, you find yourself dealing with a court-appointed administrator, a group HR department or an outsourced payroll centre. Those correspondents still work heavily by fax, because it leaves a time-stamped paper trail in an archive file.

The standard request fits on one page: full name, social security number, period worked, place of work, and an explicit mention that this is a "certificate intended for CARSAT for the purpose of correcting a career record". Attach a copy of your ID and, if you have one, a payslip from the period that establishes the connection.

Recording Agirc-Arrco points

Supplementary pension institutions work on a points basis, and a period the employer never declared translates into missing points. The "career reconstruction" department of the managing institution will generally accept supporting documents by post and, for dealings with employers, by fax. A useful habit: always put your Agirc-Arrco file number (different from your social security number) at the top of every page.

Documents for the State Pension Service

The SRE, in Nantes, processes civil and military pensions through the ENSAP portal (the secure digital space for public-sector staff). For unusual documents — a military service record (état signalétique et des services), campaign service enhancements, overseas service, validation of auxiliary service — the exchange often goes through the former public employer: a regional education authority, a prefecture, a military base. All of them administrations that still keep a fax machine in the front office.

An urgent survivor's pension file

When a spouse dies, a survivor's pension requires a complete file: death certificate, family record book, tax assessment, bank details. Families are rarely in a state to deal with a portal. The CARSAT social services departments, CCAS local welfare offices and France Services centres help put the file together and send it off. On this point, read our article on getting help with faxes at a Maison France Services: it is often the simplest solution for an elderly beneficiary.

What a fax will never do

Let us be blunt, because confusion here is expensive:

  • File a personal pension claim. The single online application, or the signed paper form, are the only valid routes. A faxed Cerfa form creates no entitlement.
  • Replace an original civil-status document. A birth certificate showing parentage must be an original or a recent full copy; a fax of a photocopy carries no weight for civil-status purposes.
  • Start the clock on an appeal deadline. Challenging a pension decision goes through the fund's amicable appeals board (commission de recours amiable, CRA) within two months, then through the social division of the judicial court. For those steps, registered post remains the benchmark — the same reasoning we develop in our article on the evidential value of a fax before a judge.
  • Send bank details. Never. An account number sent in the clear over a channel whose final destination you do not control is an open door to bank-detail fraud.

Finding the right number — and checking it

CARSAT offices have sharply cut back their public numbers since the 3960 helpline was rolled out. A fax number found on a forum post from 2012 stands every chance of having been reassigned, or even turned into a voice line. Three reliable sources:

  1. The letter you received from the fund. This is the best source: the letterhead of a processing department often shows the fax number of the department handling your case, not head office.
  2. The administration directory on service-public.fr, which publishes contact details for social security bodies by department.
  3. Our directory of official fax numbers, which lists the contact details published by French public bodies.

The three-step verification method — a preliminary voice call, a one-page test send, telephone confirmation — is set out in our guide to checking a public-sector fax number. Allow thirty seconds: cheaper than sending your career file to an unknown company.

For retirees handling their own paperwork without any equipment, an A4 ring binder with dividers remains the most effective tool: one section per scheme, one per career period, one for transmission receipts. Social services recommend it as a matter of course during pre-retirement appointments.

Preparing a send that gets through

The cover sheet

It has to let a staff member going through a tray of incoming faxes route the document in three seconds. The essentials:

  • your birth name and married/used name (a married woman is frequently filed under her birth name);
  • your full social security number, thirteen digits plus the check key;
  • the reference of the letter from the fund you are replying to;
  • the recipient department by name ("career-record correction department", "survivor's pension unit");
  • the total number of pages.

Our cover sheet generator produces that document in a minute, and our PDF assembly tool lets you combine the cover sheet and the documents into a single file, in the right order.

Order and legibility

Sort chronologically, oldest to most recent. Number the pages by hand — "1/18", "2/18" — at the bottom of each sheet before scanning: if a page goes missing, the staff member spots it immediately. Old payslips on flimsy paper printed by dot-matrix printers come out badly: convert them to black and white with boosted contrast, and enlarge to 110% if the figures are small.

Badly damaged documents are best flattened first. A rigid transparent plastic sleeve avoids fold shadows on the scanner and, incidentally, protects the originals you will be keeping.

Proof of transmission

A transmission report showing the date, time, number dialled and number of pages sent constitutes prima facie written evidence within the meaning of Article 1362 of the French Civil Code. It is not a delivery receipt, but in a file that has been dragging on for eight months, it changes the tone of the phone conversation with the 3960 helpline.

Keep it with the document you sent, in the same order. On retention periods, see our article on archiving fax confirmations. For pensions, the rule is simple: keep everything for life. A sturdy cardboard archive box with a lid is enough, provided you label it by scheme.

And always double up: fax for speed, ordinary post or an upload to your personal account for the institutional record. The two channels are not in competition, they complement each other.

The deadlines you need to know

StageReference periodSource
Filing the pension claim4 to 6 months before the desired start dateAssurance retraite
Statutory deadline for the first paymentWithin the month following the effective date, if the file is completeFrench Social Security Code
Career-record correctionVariable, often 2 to 4 months per disputed periodCARSAT
Amicable appeal (CRA)2 months from notificationFrench Social Security Code
Referral to the social division of the judicial court2 months after the CRA's decisionFrench Code of Judicial Organisation

The least understood point: a pension is never backdated beyond the effective date you requested. If the file is incomplete and the effective date is pushed back, the lost months are not made up. That is why a document sent ten days earlier by fax can be worth several hundred euros.

Frequently asked questions

Does CARSAT still have a fax number?

Some CARSAT offices keep fax machines in their processing departments, mainly for exchanges with employers, healthcare establishments and social partners. Those numbers are generally not published to the general public: for an insured person, the recommended route remains your personal account on lassuranceretraite.fr or the 3960 helpline. Always check the number shown on the most recent letter you received.

Can I fax my pension claim to save time?

No. A pension claim is a formal act requiring a signature and identification. It is filed online through the single service on info-retraite.fr, or on a signed paper form. A fax will not constitute a valid filing and will not lock in any effective date.

My former employer no longer exists — how do I get a certificate?

Contact the court-appointed liquidator if the company was wound up — the name appears in the commercial register — or the buyer if the business was sold. Failing that, CARSAT may accept a sworn statement supported by indirect evidence: partial payslips, an employment contract, a work certificate, statements from former colleagues. These are precisely the kind of documents you send quickly by fax when a committee is about to meet.

Is a fax valid for disputing the amount of my pension?

Not for the challenge itself: a referral to the amicable appeals board must be in writing, dated and signed, and ideally sent by registered post with acknowledgement of receipt to prove you met the two-month deadline. A fax can, however, be used to send an additional document while the appeal is being considered.

What about an urgent survivor's pension?

A survivor's pension claim can be filed online from the deceased person's or the beneficiary's pension account. Civil-status documents must be originals. A fax is useful for the ancillary documents requested while the claim is being processed, and both France Services centres and CCAS offices provide free assistance with this procedure.

In summary

  • No pension fund will process a file received by fax: the claim goes through info-retraite.fr or a signed paper form.
  • A fax is for unblocking a file that is already open: missing payslips, a certificate from a former employer, unrecorded Agirc-Arrco points, a military document for the SRE.
  • Never send bank details, never send original civil-status documents, and never lodge a formal appeal by fax.
  • Check the number on the most recent letter from the fund, not on a forum, and confirm it with a voice call.
  • A cover sheet with your birth name, social security number and the recipient department: that is what routes the document.
  • Always double up: fax for speed, upload or post for the institutional record.
  • Keep the transmission report for life — a career file is sometimes reopened fifteen years later.
