Fax and France Travail: avoiding deregistration

Deregistration, overpayment, preliminary appeal: what you can still fax to France Travail, to which office, within what deadlines, and how to keep proof.

Short answer: France Travail (formerly Pôle emploi (Employment Centre)) has moved almost all of its exchanges to the online personal account, the 3949 phone line and the post — no fax number is published for the general public, and registration, monthly status renewal or a benefit claim cannot be done by fax. On the other hand, when a deregistration notice, a benefit suspension or an overpayment notice arrives with a ten- or fifteen-day deadline to reply, some peripheral contacts still keep a working fax line: regional mediation services, the secretariats of regional joint bodies (instances paritaires régionales, IPR), litigation departments, and above all the third parties you need to get moving the very same day — employer, court-appointed insolvency administrator, training provider, doctor. Golden rule: a fax does not replace the online upload; it serves to get a reply date-stamped when the deadline is running out and nothing else works.

Why fax resurfaces in a France Travail case

Since Pôle emploi (Employment Centre) was merged into France Travail on 1 January 2024 (the loi du 18 décembre 2023 pour le plein emploi (Act of 18 December 2023 on full employment)), the standard route is entirely digital: online registration, monthly status renewal between the 28th and the 15th, document upload in the personal account, internal messaging with your assigned adviser. The francetravail.fr website no longer publishes local office fax numbers, and most of the old regional numbers have been cut off as the copper network is gradually retired.

Yet three situations bring the fax question back:

  • The deadline is short and the document is somewhere else. A deregistration notice gives you a few days to produce proof of why you missed an appointment. The document sits with a doctor, an employer, a training centre — organisations that often still have a fax and no upload portal.
  • The personal account refuses to cooperate. An attachment rejected above a certain size, an unsupported format, an account temporarily blocked after deregistration: you find yourself with no way to submit anything at the exact moment you have to reply.
  • Your contact is no longer the local office. A discretionary appeal to the regional director, a referral to the IPR over an overpayment, a file sent to litigation: these services work by post and some keep a fax line reserved for lawyers and social workers.

What NEVER goes by fax

Let's set the limits straight away, so you don't lose an entitlement while thinking you're doing the right thing:

ProcedureMandatory channelIf you fax it
Registering as a jobseekerOnline at francetravail.fr or by phone on 3949Not taken into account at all, no registration date
Monthly status renewalPersonal account, mobile app, 3949Automatic deregistration for failure to renew
Benefit claim (ARE, ASS)Online application + documents in the personal accountClaim not processed
Declaring a return to work or earningsStatus renewal or personal accountRisk of overpayment
Court appeal before the administrative courtTélérecours citoyens (citizens' online filing portal)See our article on faxing the administrative court

The costliest item is the second: failure to renew your status automatically ends your registration as of right. No fax, no letter, no good faith undoes that automatically; you have to re-register and, where applicable, ask for your entitlement to be resumed. Never trust a status renewal to an unapproved channel.

The deadlines that really matter

The useful reflex is not "where do I fax this", it's "which date do I have to meet". Here are the benchmarks found in France Travail notices and in the applicable rules.

EventUsual time to reactWho to contact
Summons to a pre-sanction interviewDate shown on the summons (often 10 to 15 days)Local office / assigned adviser
Notice of deregistration or withdrawal of replacement incomeMandatory preliminary appeal within 2 monthsRegional director of France Travail
Overpayment notice / formal demand for payment2 months to contest, and ask for an instalment plan right awayRecovery department, then the IPR
Refusal of benefit or of resumed entitlement2 months (preliminary appeal) then referral to the courtRegional management, then the competent court
Persistent blockage, silence, intractable situationAfter a first complaint left unansweredRegional ombudsman of France Travail

Two months is a long time — and that's the trap. Cases are lost on short internal deadlines: the appointment you failed to attend, the proof of absence to be produced "as soon as possible", the payslip requested before month's end. That is where a fax, used properly, saves the day: it time-stamps a transmission the same day, without depending on a portal or a postal collection.

To keep track of these dates, a paper planner with a monthly view sitting next to the file remains fearsomely effective: write down the date of the notice, the date the appeal was sent, the date of the acknowledgement. Disputes are won on that chronology, not on arguments.

The right method: a preliminary appeal, backed up by fax

The preliminary appeal to the regional director is the centrepiece. It is mandatory before any court action concerning replacement income decisions. A structure that works:

  1. A dated subject line with reference numbers. "Preliminary appeal against deregistration decision no. XXX of 14 October 2026, notified on 17 October 2026". One reference, one decision date, one notification date.
  2. Facts, not feelings. Three to six sentences: what happened, why the absence or the error is justified, which document proves it.
  3. The legal basis. Cite the contested decision and, if you have it, the article of the unemployment insurance rules or of the labour code mentioned in the notice itself (articles L. 5412-1 et seq. for deregistration).
  4. The request. Cancellation, or failing that a reduction in the length of the withdrawal, or an instalment plan for an overpayment. A clear request is handled faster.
  5. Numbered exhibits. Exhibit 1: the notice. Exhibit 2: the medical certificate. Exhibit 3: the employer's statement. Plus a schedule of exhibits.

The appeal goes out by registered letter with acknowledgement of receipt — that is what counts as proof. The fax plays two roles: it arrives the same day when the cut-off is tomorrow, and it lets you say on the phone "I sent it to you this morning at 9:12, the transmission report confirms it". Write it in black and white at the end of the letter: « le présent recours est également adressé ce jour par lettre recommandée avec avis de réception » ("this appeal is also being sent today by registered letter with acknowledgement of receipt").

For all of this to hold up, the cover sheet must be flawless: sender, case number (the 8-digit + 1-letter France Travail reference), subject, number of pages. Our cover sheet template sets out what counts as evidence and what is pointless.

Third parties: this is where fax is genuinely useful

In nine cases out of ten, the missing document is not at France Travail, it's with someone else. And that someone still answers the fax.

  • Your former employer: the employer's certificate intended for France Travail, the final settlement statement, correcting a wrongly coded reason for termination. A written request faxed to the HR department, citing article L. 1234-19 of the labour code for end-of-contract documents, often unlocks what a phone call cannot.
  • The court-appointed insolvency administrator, if the employer has been wound up: certification of wage claims, intervention by the wage guarantee scheme (AGS (Wage Guarantee Association)). Insolvency administrators' offices are among the last organisations to use fax on a daily basis.
  • The training provider: certificate of entry into training, of attendance, of withdrawal. Essential to justify missing a summons or to account for training pay.
  • The doctor or hospital department: a sick-leave certificate covering the date of the missed appointment. See also our pointers on hospital documents sent in time.
  • The CAF (Family Allowance Fund) or the CPAM (Local Health Insurance Fund), when income support, the activity bonus or daily sickness benefits collide with unemployment benefit: our articles on faxing the CAF or the MSA and on sending documents to the CPAM describe the accepted channels.

Finding a fax number that still works (and checking that it does)

Since France Travail no longer publishes a public fax line, three sources remain usable:

  • The notice itself. Letters from specialised departments (recovery, litigation, IPR) sometimes carry a fax number in the footer. That is the most reliable: it is current as at the date of the letter.
  • Correspondence from lawyers and social workers. Legal advice clinics, municipal social action centres and hospital social services often keep an internal sheet with the technical contact details of regional management.
  • The directory of official numbers. Our directory lists around 1,800 verified fax numbers of French public bodies; and for the checking method (courtesy call, one-page test, consistency of the area code), read finding and verifying a public-body fax number.

A number found on a forum or in a PDF from 2017 is not a number: it's a hypothesis. A fax sent to a disconnected line produces no usable acknowledgement — and, worse, you believe you have replied.

Before any important transmission, two minutes of checking: dial the number from a phone (an active fax line answers with a shrill tone), or send a test page and keep the report.

Preparing a transmission that arrives legible

An illegible appeal is a lost appeal. France Travail notices are often scanned in a hurry with a phone and come out grey.

  • Scan with the right settings: black and white or greyscale, 200 to 300 dpi, a single PDF, pages in the order of the schedule of exhibits. A compact flatbed scanner or a scanning app with automatic cropping makes all the difference; our guide on the PDF that faxes well covers the settings.
  • Write big. If you fill in a form by hand, a black medium-point pen (0.7 mm) comes out infinitely better than light blue or pencil, which vanish when scanned.
  • Assemble it cleanly. The build a PDF file tool lets you merge the notice, the certificate and the employer's statement into a single file whose page numbering matches the cover sheet.
  • Keep everything. Transmission report, copy of the registered letter, acknowledgement of receipt: one A4 expanding file per case, and you find the document that proves the date in thirty seconds.

After sending: the follow-up that makes the difference

A fax does not excuse you from chasing. Forty-eight hours later, call 3949 or the department shown on the notice, with a factual sentence: "preliminary appeal against the decision of 14 October, sent on 20 October by fax at 9:12 and by registered letter no. 1A 234 567 890 1 — can you confirm it has been logged?". Note the name of the person you spoke to and the time.

If nothing moves, three levers, in this order:

  1. The online complaint from your personal account (dedicated section), which creates a time-stamped record on France Travail's side.
  2. The regional ombudsman of France Travail, who can be contacted free of charge after an unsuccessful first complaint. Their annual report, which is public, regularly flags overpayments and interrupted entitlements as the leading reason for referrals.
  3. The Défenseur des droits (Defender of Rights), for persistent refusals or interrupted entitlements, and the competent court (administrative for income support and deregistration decisions, judicial for certain benefit disputes) once the preliminary appeal has been exhausted.

Frequently asked questions

Does France Travail have a fax number for private individuals?

No. The official public channels are the personal account on francetravail.fr, the 3949 phone line, and post sent to the local office or to regional management. The fax numbers that survive concern specialised departments and professional-to-professional exchanges; where they exist, they appear on the letters you receive.

Can my monthly status renewal be done by fax if the website is down?

No. If the site is unavailable, use the mobile app or 3949, which allows renewal via the automated phone service. Keep a screenshot of the incident and the date: if you are deregistered anyway, that becomes the heart of your appeal.

Is a fax enough to prove I filed my appeal within the two months?

A fax transmission report is evidence of transmission, weighed by the judge alongside the rest of the file — it is not the equivalent of a postal acknowledgement of receipt. Hence the rule: fax for speed, registered letter for proof. Our article on the evidential value of a fax sets out what the courts accept.

And for an overpayment I can't repay?

Ask in writing, without delay, for an instalment plan and, if your situation warrants it, for the debt to be written off by the regional joint body. Attach proof of income and outgoings. Sending this quickly, before enforced recovery begins, avoids most procedures to claw money back from benefits.

Can I get help with sending it?

Yes. France Services centres support France Travail procedures and often have a scanner and a digitising station; see getting help to fax a file. A municipal social action centre, a legal advice clinic or a trade union can also draft the appeal with you.

In summary

  • Registration, status renewal and benefit claims: never by fax. These procedures exist only online or by phone, and failure to renew ends your registration as of right.
  • The deadline to remember is two months for the mandatory preliminary appeal to the regional director, against a deregistration, a refusal or an overpayment.
  • Fax is there to hold a date when the upload box is blocked or the deadline is imminent — and to get moving the third parties (employer, insolvency administrator, trainer, doctor) who hold the missing document.
  • Always back it up with a registered letter: the fax gives you speed, the registered letter gives you proof.
  • Check the number before sending, scan at 200–300 dpi, number the exhibits, and file the transmission report + acknowledgement in a single folder.
  • If you hit a wall: online complaint, then the regional ombudsman of France Travail, then the Defender of Rights or the competent court.
